There has been an oil spill from the Valero Refinery dock and work is underway to protect The Gann Estuary, though the boom being erected is just across the River mouth so, as far as I could see, likely to have only a limited effect. The position of the oil is uncertain at the moment and it may well have sunk in the calm conditions. It seems very likely it will appear in the forthcoming days however.
