Marloes mystery

At 3-oopm the 8 Whooper Swans were feeding in the stubble field below Trehill Farm. At the bottom of that field, near the Mere, a man set out 12-15 dummy Canada Geese before retiring to the field boundary. Does anyone know what this was about?
