Several features not right for Turtle Dove with this bird - lack of brownish tones to scapulars for example, but in particular the bars on the neck are too extensive even for an adult, let alone a juvenile. Perhaps some sort of hybrid (Collard/Turtle?) or something an aviculturist has produced?
