With reference to the right wing of the pallid harrier having 11 primaries, is what David O is counting as primary 1 not in fact a secondary feather. If you follow the shaft of the feather I believe it is growing from inside the carpal joint(from the ulna), also if you refer to earlier photos, assuming that it is the same bird, you can count 10 primaries.
